Workforce Solutions built for Critical Infrastructure

From finding specialist talent to managing complex workforce programmes and delivering project outcomes, Rullion helps critical infrastructure organisations build capability, deliver projects and drive long-term success.

Our approach

Support for the full workforce lifecycle

Critical infrastructure programmes demand more than standard recruitment. The sectors operate under intense scrutiny, the timelines are long, and the workforce behind them must be found, developed and managed with the same rigour the projects themselves require.

Rullion brings four connected solutions under one partner. Together, they provide organisations with a single workforce partner across the full lifecycle, from the first hire through to programme delivery and ongoing workforce management.

Our solutions

Workforce solutions tailored to your business

Whether you are hiring a single specialist or building an entire project team, our flexible workforce solutions are designed to help you attract, engage, develop, and retain the talent needed to support long-term delivery.

Our expertise

The workforce challenge in critical infrastructure

Every sector we work in faces the same pressure: finding specialist people, keeping programmes moving and staying compliant. These are the workforce challenges organisations ask us to solve most often.

Specialist talent is scarce

Roles in nuclear safety, rolling stock, substation commissioning, and offshore wind demand technical knowledge that generalist recruiters don’t have. Our consultants recruit into these markets year after year, with established networks that help uncover specialist candidates beyond the active market.

Programmes need people faster

Whether mobilising contractors for decommissioning packages or standing up a graduate cohort for a new build, slow recruitment delays programmes. Established talent pools and pre-vetted candidates let us move at the speed the project sets, not the other way around.

Compliance is non-negotiable

BPSS, CTC, SC, DV, IR35, and right-to-work requirements vary across critical infrastructure. Our teams understand the compliance considerations behind each placement, and additional background screening and clearance support is available through Rullion where a programme requires it.

Growing workforces get hard to govern

Once a programme runs past a hundred contractors, scattered suppliers and inconsistent processes become risks. Our Deliver and Manage solutions consolidate hiring, compliance, and spend under one accountable team, giving you visibility and control as the programme scales.

FAQs

Your questions, answered

Rullion covers four connected areas. Find handles specialist recruitment across permanent, contract, executive search and embedded resource. Develop builds capability through Train to Deploy reskilling and Early Careers graduate and apprentice programmes. Deliver structures project work around milestones through Statement of Work and Services Procurement. Manage brings hiring, compliance and oversight under one team through MSP, RPO and Background Screening.

We work exclusively across critical infrastructure, covering nuclear, rail, energy, utilities, and transport. Our consultants recruit into the same markets year after year, which means shortlists are grounded in how these sectors actually operate rather than drawn from a generalist database. Within those sectors, our teams also specialise in key disciplines and role families, giving clients access to recruiters who understand both the market and the technical expertise required.

Yes, and that is how most larger programmes work. Find covers the recruitment itself, while Manage brings the resulting workforce under one governed programme. Deliver can support project-based work. Develop can feed new talent into the pipeline at the same time, and background screening can run alongside all routes. The benefit is continuity: one partner who already knows your sector and your programme.

Find is about sourcing and placing individual hires, whether permanent staff, contractors, or senior leaders. Manage takes over when the volume or complexity of hiring requires a structured programme. A Managed Service Programme governs your contingent workforce at scale, while RPO does the same for permanent recruitment. They often work together.

Compliance is built into every placement from the first conversation, not added at the end. Our in-house background screening team handles BPSS, DBS, CTC, SC and DV clearances, alongside right-to-work checks and IR35 determinations. Whether a candidate arrives through permanent or contract recruitment, the checks start in parallel with the search so mobilisation stays on track.

No. Our solutions flex to different scales. A single executive search or a handful of contract placements work just as well as a full MSP governing hundreds of contractors. Statement of Work can structure a one-off project delivery, and Train to Deploy has run cohorts as small as five. The model is designed to fit the programme, not the other way around.
