Job Purpose / Overview
Reporting to the Head of Nuclear Compliance, Audit and Performance Improvement the IMS Governance and Assurance Manager within the Safety, Security and Assurance (SS&A) directorate will have significant specialized depth and breadth of expertise in the development & application of Quality Assurance process within the SZC Client organisation. Within the '3 Lines of Defence' model the incumbent will develop and direct departmental plans, including business, production, operational and/or organizational priorities to ensure effective utilization of resources in the IMS team.
The incumbent will provide expert advice and support to the business on Integrated Management Systems and associated Audit activities.
The IMS Governance and Assurance Manager will be expected to work independently, with guidance in only the most complex situations, and will have the interpersonal skills and experience to influence decisions taken at a senior level.
A key role is the management of the Interface with the Office for Nuclear Regulation creating the conditions of an open, honest and efficient relationship to support successful and timely delivery of the project whilst ensuring quality and related regulatory requirements are met. The IMS Governance and Assurance Manager will be the Manager for LC17, ensuring that SZC had the arrangements to meet the needs of the license condition.
The IMS Governance and Assurance Manager will have latitude for making decisions, guided by resource availability and functional objectives in discussion with the Head of Function. Contributions will include project management, responsibility for financial performance and input into planning and policy development.
Principal Accountabilities
- The post holder has responsibility for a number of key processes;
- Defining the process and procedures used to deliver internal IMS audits, IMS management and aligning to the requirements of the Integrated assurance Strategy.
- Providing direction and support for the IMS Governance Manager to ensure that SZC has a well maintained, structured and used Integrated Management System to enable the safe delivery of the project.
- Create and deliver the SS&A Integrated assurance programme and create and support the programme Integrated Assurance Plan.
- Directing and managing the IMS resources and review their outputs
- Leading and managing the interface and relationship with the Regulators (principally ONR) relating to IMS.
- Ensures that findings from all audits are agreed and recorded to ensure timely closure of identified shortfalls.
- Monitors the outcome of Quality assurance activities and provides updates to the relevant forums on performance and trending.
- Delivery, execution and maintenance of relevant processes, including document review and the ongoing oversight and improvement of processes in response to experience and learning.
- Ensuring that the Sizewell C strategy and guidance enable the organisation to achieve certification in international standards, including ISO9001, 14001, 45001, 27001 and PAS 2080.
- Providing inputs for planning and management of the budget for the Safety Directorate and workloads including team performance and development, departmental risk management etc.
- Management of the team resources will include accountability for administrative matters such as budgeting, resourcing, training, nuclear baseline compliance, health & safety, etc.

Knowledge & Skills
- Essential
- Strong interpersonal skills. Able to engage credibly within and external to the business.
- Experience in leading & managing teams
- Ability to influence and encourage change of behaviours across a wide range of organisational levels
- Expert knowledge of Quality Systems, ISO 9001, ISO 19443, ISO 14001 and interrelated processes such as ISO 45001, GSR-2/3.
- Experience of managing an Integrated Management System within a large complex organisation.
- Strong presentation and communication skills - able to present at multiple organisational levels and to external regulatory stakeholders
- A strong and credible decision maker, able to create confidence through crafting of strong justifications and arguments
Qualifications & Experience
Essential
- Degree qualified in an engineering or science related discipline or equivalent
- Experience of leading teams
- Extensive experience within the UK regulatory environment
- Extensive experience of regulatory and external stakeholder engagement
- Experience within the nuclear industry, PWR design and operational experience preferred
Desirable
- Large-scale infrastructure Project expériences
- Experience and technical knowledge of nuclear safety design and quality management
- Experience of working with Regulators within a dynamic environment.
