Rullion is proud to partner with one of the UK's most ambitious energy projects - Hinkley Point C (HPC) - in search of a highly capable Quality Management Lead to join the Quality Team.

The Role

The Quality Management Lead (QML) ensures compliance with HPC Project quality requirements throughout the project life cycle, from contract award to close-out. Their primary responsibility is to oversee supply-chain adherence to quality assurance and control standards, working within the Quality Department and reporting to the Quality Delivery Manager (QDM). This includes developing and implementing Project Quality Control Plans (PQCP) and acting as the single point of contact for all quality-related matters within their assigned area or programme. QMLs serve as the 'Intelligent Customer,' ensuring arrangements are in place and effectively implemented by the supply chain to deliver products and services right first time.

Additionally, QMLs support the Head of Quality Delivery and project teams in maintaining compliance with the Integrated Management System and any project-specific requirements. They monitor manufacturing processes, review technical and quality documentation, and perform inspections alongside contracted entities to confirm conformity with design and specifications. QMLs report quality metrics, resolve issues, and implement corrective actions to prevent recurrence, collaborating closely with all project functions and suppliers to ensure consistent, safe, and efficient delivery of quality outcomes.

Principal Accountabilities

  • Review and approve Contractors' Quality Assurance Plans (CQAP) and monitor compliance.
  • Identify and coordinate supply chain audits, ensuring timely resolution of findings.
  • Prepare Project Quality Control Plans (PQCP) and deploy key quality arrangements (GQAS, LTQR, Quality Release Certificates, ITPs).
  • Guide contractors on CQAPs, LTQR strategies, and quality-related activities.
  • Lead LTQR reviews and ensure progressive provision by contractors.
  • Maintain strong relationships with stakeholders and inspection entities (e.g., Direction Industrielle).
  • Apply graded manufacturing surveillance and monitor inspection agency performance.
  • Validate supplier ITPs for quality and ensure correct distribution for internal review.
  • Confirm inspection witness and hold points, monitor completion, and coordinate documentation reviews.
  • Lead NNB acceptance of manufacturing documentation and perform joint inspections when needed.
  • Manage non-conformance resolution and corrective actions.
  • Review and approve End of Manufacturing, Construction, and Erection Status Reports.
  • Deliver end-of-manufacturing records for equipment release to site.
  • Produce quality documentation (specifications, procedures) as required.

Knowledge, Skills, Qualifications & Experience

Essential Experience & Skills:

  • Experience in project delivery, ideally in the nuclear sector, with strong focus on quality across engineering, procurement, manufacturing, construction, and commissioning.
  • Solid understanding of Quality Assurance and Quality Control for large, complex, contract-led projects.
  • Skilled communicator, confident in preparing presentations and speaking to audiences of all sizes.
  • Ability to implement practical solutions while considering others' ideas.
  • HNC/HND or degree in a relevant science or engineering discipline (or equivalent).
  • Broad experience applying diverse quality solutions.
  • Proven leadership in quality assurance/control within nuclear or other safety-critical industries.

Desirable:

  • Knowledge of the nuclear sector, ideally new build.
  • Knowledge & understanding of nuclear site license conditions.
  • Ability to speak French is advantageous.
  • Knowledge of pressure and nuclear codes
  • Knowledge of Welding, Non Destructive Testing (NDT), Non-Destructive Evaluation (NDE)
  • Hold a professional accreditation
  • Corporate Member or working towards membership of the Chartered Quality Institute & Chartered Quality Professional
  • Commercial exposure, especially supplier management
  • Experience of interacting with regulators e.g. the ONR.
  • Knowledge of Improvement Methodologies, Tools & Techniques eg. Lean 6 Sigma
