Job Description

Overall Purpose:

  • To provide quantity surveying based support and capability to Building & Facilities Management Department, to enable the UKAEA, collaborating partners and its tenants to undertake their activities in properly maintained and supported facilities.
  • To enable delivery of cost effective operation and maintenance of UKAEA building services and plant, ensuring compliance with current legislation, codes of practice and good engineering principles.
  • To contribute to the organisational processes with the aim of delivering continuous improvements of value and project delivery in accordance with all applicable standards.
  • Critical to this role is ensuring that the quantity surveying professional services are provided in a timely, cost effective manner and at an appropriate quality. It is important that due regard is paid to the requirements and priorities of the various stakeholders.
  • To be guided in tasks and progression of works by senior QS and other surveying professional staff

Accountabilities:

Procurement assistance

  • Monitor and examine tender submission and upcoming work stream for compliance with Government procurement regulations, under guidance from Procurement team
  • Assemble baseline budgets information for projects and maintenance tasks
  • Completion and responses to queries raised by prospective contractors and suppliers

Pre-Contract estimating

  • Maintain contract data base under guidance
  • Maintain material suppliers database
  • Assess tender documents to ensure sufficient information available to prepare tender
  • Take off quantities and prepare costings under supervision
  • Prepare and issue contract enquiries and assessment of quotations upon receipt
  • Prepare and issue material supply enquiries and assessment of quotations upon receipt
  • Pricing of buildings and civil engineering projects and maintenance tasks
  • Examine and assess tender documents / liaise with prospective contractors
  • Prepare specifications and / or proposals
  • Assist with post tender negotiations

Post Contract quantity surveying

  • Maintain contract documentation and advise on pre tender and post contract matters
  • Preparation and issue of contractual letters to clients and / or sub-contractors
  • Post contract liaison with clients
  • Post contract liaison with design team
  • Carry out take offs for material procurement
  • Sub-contract negotiation and letting
  • Preparation and submission of interim valuations
  • Site measurement
  • Manage and value variations
  • Preparation towards agreement and certification of contractors' interim valuations and final accounts
  • Preparation and submission of project works final account s
  • Preparation towards agreement of final accounts in support of Contract Project Managers

Budget Responsibility:

Circa. £100,000 per annum

Specific Qualifications/Experience:

Essential

  • Educated to degree level in a quantity surveying or with equivalent experience.
  • Relevant experience in construction, engineering or facilities management
  • Knowledge of the management of internal and external stakeholders at different levels.
  • Working knowledge and understanding of construction techniques and materials

Desirable

  • Working towards membership of a relevant chartered body e.g. RICS etc; support and mentorship in this will be available.
  • Experience in the use of Computerised systems.
