Lead Project Controls Engineer
Bridgwater office min 3 days per week
Up to £450.00pd PAYE Contract (+ 36 days paid leave) or up to £600.00pd via approved umbrella

Working in one of the Programme Controls Teams within the HPC Project, under the direction and leadership of the IPC Project Controls Manager (PCM), to help lead the development, implementation, use and maintenance of Integrated Project Controls processes within the Programme or a subdivision thereof (henceforth "Programme"). To lead the direction and co-ordination of all Integrated Project Controls activities associated with the design, manufacture, construction and commissioning of the Programme work scope within safety, quality, time and cost milestones. To support EDF Energy in developing an overall integrated plan and budget for the Project and providing an effective and transparent Integrated Project Controls service.

It is the overarching objective of the Integrated Project Controls (IPC) Function to act as a centre of excellence: the intelligent owners of the single source of delivery performance information, operating as an integrated enabler for the successful delivery of the HPC Project.

Principal Accountabilities

Core Processes:
* General: Support the PCM in acting as a focal point for the definition of progress and performance of the Programme, including control of work against schedule and budget;
* General: Responsible for direction, co-ordination and integration of Project Controls activities across the Programme, including cost, schedule and Risk management;
* Reporting: Responsible for timely and focussed reporting of progress and performance of the Programme to key stakeholders, including commentary on key drivers and performance indicators, to a defined reporting cycle;
* Scheduling: Responsible for the accuracy of the baseline Integrated Work Schedule (IWS);
* Scheduling: Responsible for the analysis, review and acceptance of contractor schedules;
* Cost: Responsible for the accurate maintenance all cost data for the Programme within the financial control system (EcoSys), including monthly Actual Cost of Work Performed (ACWP) calculations;
* Cost: Responsible for the production and maintenance of accurate cost and cash forecasts in alignment with the Cost Breakdown Structure (CBS);
* Cost: Responsible for the accurate assessment of the Estimate At Completion (EAC) of the Programme;
* Risk: Help lead and ensure the identification and assessment of all risks, opportunities, trends and changes within the Programme, including associated schedule and cost impact;
* Risk: Responsible for the management of risks, opportunities, trends and changes within the Programme;
* Risk: Responsible for the accurate representation of approved changes within the Programme budgets and schedules;
* Risk: Responsible for the delivery of Programme QSRA and QCRA to inform the baseline IWS and AFC;
* Estimating: Responsible for the Integrated Baseline Review for the Programme;
* Performance: Responsible for ensuring that earned value techniques and indices are correctly implemented in the Programme;
* General: Support the forward resource planning and budgetary preparation process for the Head of Integrated Project Controls;
* General: Adhere to Project governance and Integrated Project Controls standards and procedures;
* General: Ensure all Project documents, in particular Sensitive Nuclear Information, are correctly protectively marked, and protected in accordance with EDF policies and procedures.

Knowledge, Skills, Qualifications, Experience

Essential
* Proven relevant experience on a major construction project in at least two of the following three Project Controls Disciplines: Cost, Scheduling, Risk;
* Proven leadership experience;
* Substantial experience in the use of Project Controls software systems, including at least two of the following: scheduling software, ideally Primavera P6 version 7 and above; risk management software systems such as ARM, Safran and @risk; or cost management software systems such as EcoSys.

Desirable
* Risk management qualifications and certifications (e.g. CIRM, APM);
* Experience of working in a large integrated team over the full lifecycle of a project;
* Experience in presenting complex information to senior executives and shareholders;
* Experience of developing estimates and budgets for major infrastructure programmes;
* Experience in the Nuclear sector.
