Hinkley Point C is a statutory harbour authority, set up specifically to facilitate the import of materials to be used in the construction of the Hinkley Point C Nuclear Power Station (HPC). Hinkley Point C has constructed a 500m long state-of-the-art temporary jetty within the Bristol channel. The jetty operates based on construction demands as well as the demands of the environment, sitting within the 3rd highest tidal range in the world.

The Harbour Master is the key individual to ensure safe navigation and compliance with the Port Marine Safety Code. The Hinkley Point C Harbour Master and their team is expected to operate as subject matter experts in relation to wider marine operations related with the construction of Hinkley Point C.

Principal Accountabilities

* Responsible for the management of all aspects of the navigational safety, security (land based and marine) and environmental protection.
* Acting under both statutory and delegated powers, on behalf of the HPC Harbour Authority (HPCHA), as the decision maker in relation to harbour operation short term problems and issues.
* Support and advise the Duty Holder to ensure compliance with the Port Marine Safety Code (PMSC).
* Ensure co-ordination of Jetty activities with HPC Emergency Arrangements and Security Procedures.
* Ensuring effective liaison with adjacent harbours, other navigational stakeholders such as the Maritime & Coastguard Agency, Trinity House, the Royal Yachting Association, the Hydrographic Office and the Ministry of Defence at the Lilstock Firing Range.
* To represent HPCHA at relevant industry forums, to support and, where required, lead the HPC response on media and community relations and communications in relation to marine matters.
* Suitably qualified and experienced person advising the client (NNB) on all marine related matters.

Harbour Masters Certificate/Diploma or OOW Unlimited II/1 or equivalent. Essential
Experience of harbour management at DHM level or above. Essential
Health and Safety Management qualification i.e. IOSH Managing Safely Preferred
MCA Level 4/5P Oil Spill Commander training* Essential
Demonstrable experience of PMSC compliance Essential
Proven experience in stakeholder engagement, including the leisure sector Essential
Port Facility Security Officer certificate* Essential
Experience of operating at Board level Preferred
Undergo nuclear security clearance vetting Essential
RYA VHF Short-range certificate or equivalent Essential
