The Opportunity

A new opportunity has arisen for a Civil Engineer to join the Civil Engineering Branch of the PWR Technology Directorate, which is itself part of the Technical Client Organisation (TCO). Our vision is to create an organisation that will ultimately bring together all the "Technical" support resources in EDF's UK nuclear business units to enable EDF related duty holders to comply with all the conditions inherent in the UK's regulatory framework for nuclear safety, security and environmental protection.

The role will be predominantly focused on the SZC project, although work may occasionally be required to support other projects that TCO are involved in. For SZC, the replication of HPC is a fundamental principle, allowing considerable benefit to be taken from the previous work undertaken on HPC, in order to minimise the extent of new studies required to validate HPC for SZC specifics and to allow a robust standalone SZC Safety Case to be produced.

This role is predominantly to be the technical lead for classified reinforcement concrete structures. However, there are also opportunities to become involved in other areas such as transverse topics, steelwork structures, "Other Structures", as well as work associated with the Civil Engineering aspects of the Safety Case. The role will be an integral part of the wider civil engineering team, and will involve supporting design delivery, construction information and eventually site construction to meet agreed schedule dates. This work shall be undertaken whilst providing the technical expertise to support the project on UK RGP, code requirements, Safety Case and regulatory engagement to ensure that we can successfully build, commission and operate the UK EPR at SZC on time and on budget.

TCO and the SZC project have adopted a blended system of working allowing some flexibility to perform the role from multiple locations, determined on a best for project basis. Presence at these locations is deliberately not fixed, and typically entails spending at least 2 days per week in either the Bristol or London office, alternating on a weekly basis. On a more ad-hoc basis, there will be some requirement to attend TCO's offices in Gloucester, as well as EDF's offices in France.

The Person

The Civil Engineer will report to the Civil Engineering Group Leader and will take responsibility for managing the review, acceptance and management of technical issues. They will ensure appropriate implementation and compliance to meet project requirements, including the safety case and UK context (regulations & codes), taking full benefit of replication wherever possible, and ensuring appropriate measures/justifications are put in place where not.

The principal accountabilities for a civil engineer are:

  • Management of civil technical risks and opportunities for the Project.
  • Resolution of technical issues considering safety, quality, cost, schedule.
  • Provision of sound technical advice to relevant stakeholders where appropriate.
  • Ensure design integrity and design intent is intact throughout the procurement / manufacture / construction / commissioning cycle from design to the as-built operating plant.
  • Support the development of wider strategic approaches where necessary.
  • Ensure the golden thread and safety demonstrations are correctly and consistently implemented in the documentation provided by the Responsible Designer and by all other relevant suppliers in regard to the overall safety case.
  • Review of the design against UK regulations/practices and Project requirements.
  • Responsible for the acceptance, validation and formalisation of owner's requirements (including nuclear safety), by carrying out surveillance on the design deliverables and modifications in accordance with PWRT's Surveillance Plan, taking cognisance of replication where possible. This will include amongst others: Input Data packages from the RD, Contractor's Construction Method Statements, Design Approach Briefing Packs, Structural Design Method Statements, analysis reports, detailed design calculations, Design Substantiation Reports, Handover Packs, Detailing Approach Briefing Packs, and 3D construction information models (concrete, rebar, embed).
  • Support passage at relevant gate reviews to ensure that accepted design information is available to confirm readiness to proceed to the next design or construction stage/contractor. This will involve close cooperation and management of several stakeholders both outside and inside the SZC Civil Programme, most notably the SZC NI and SZC CIBOP programmes, SZC PDO, the RD, other external branches of TCO as well as the various members and suppliers of the Civil Work Alliance. This will also entail being responsible for the good coordination and management of ITA, Chief Engineer and external Regulators.
  • Eventually, there will also be interfaces with site and construction activities, requiring provision of both technical and Safety Case support and some form of site assurance.

Overall, the role will require good technical and organisational capabilities to effectively interface and manage relevant stakeholders both inside and outside the Civil Works Programme.

The Skills

Knowledge

  • [Essential] Design experience in reinforced concrete, in particular Eurocode 2 and / or ACI or demonstrable equivalence in another industry or country
  • [Essential] Civil and structural engineering
  • [Essential] Application of CDM regulations & role of the designer
  • [Desirable] PWR/EPR technology design and safety case or operation principles
  • [Desirable] Health & Safety good practices in a UK context of civil construction
  • [Desirable] Steelwork or reinforced concrete design
  • [Desirable] Nuclear Power Plant Civil Design
  • [Desirable] Basic project management & awareness of schedule, time & cost constraints application

Qualifications

  • [Essential] Degree level qualification in Civil Engineering or equivalent
  • [Desirable] Chartered engineer status via Institution of Civil Engineers/Structural Engineers

Experience

  • [Essential] Design with hazard and accidental load conditions
  • [Essential] Working to recognised UK Quality standards & expectations
  • [Desirable] Working in a large-scale multi-cultural industrial project, ideally HPC
  • [Desirable] Interaction with Regulators
  • [Desirable] Nuclear Engineering
  • [Desirable] Seismic design experience
  • [Desirable] ETC-C design experience
  • [Desirable] Safety case architecture and/or undertaking the safety case officer role
