Position: Contract
Location: Hinkley Point C/Bristol

Duration: CED 31/12/2024 Rolling 12 months thereafter

Day Rate: £350-£480 Depending on experience

Role Overview

The Senior Commercial Manager (Commercial Assurance) role sits within the Supply Chain Client team and is responsible for the on-going effectiveness of the Commercial Assurance strategy, the delivery of associated Commercial Assurance activities (excluding Cost Verification) on the HPC Project and delivering clarity as to how contractual requirements are being assured in general across the HPC Project.

This role sits side by side with the Senior Commercial Manager (Cost Verification) - who is responsible for the delivery of the Cost Verification aspects of the Commercial Assurance Strategy.

The Supply Chain Directorate operates a three "firewall" approach: Firewall 1 being the supply chain, Firewall 2 being our project and contract management teams, and Firewall 3 being assurance activities.

The Senior Commercial Manager (Commercial Assurance) is principally responsible for managing delivery of the Commercial Assurance Strategy for the HPC Project in line with the Managing Commercial Assurance procedure, working with the Senior Commercial Manager (Cost Verification) to set an appropriate assurance schedule, manage external consultants to deliver the schedule (where required), and then review and interrogate the reports and sharing the findings/ lessons learnt so appropriate actions can be taken. The Senior Commercial Manager (Commercial Assurance) is also responsible for providing appropriate guidance for non-Cost Verification elements is in place for suppliers and commercial managers (at Pre-Contract Award, Post Contract Award, Close out stages) - such that they are clear on their responsibilities.

Key Responsibilities

  • Work side-by-side with the Senior Commercial Manager (Cost Verification) to assure all elements of the strategy are being effectively met.
  • Understand contractually obligated, non-Cost Verification, assurance requirements and assure these are met.
  • Engage with Senior Commercial Manager (Cost Verification), Project Managers and key stakeholders to create and maintain an on-going Commercial Assurance schedule that meets the project needs and the defined strategy.
  • Maintain a log of Commercial Assurance findings to effectively document and analyse for key themes and trends can be identified to enables lessons learned to be shared and effective actions taken.
  • Work with the Supply Chain Insight & Improvement team to produce reports that effectively disseminate findings and information to appropriate stakeholders.
  • Provide regular feedback to Supply Chain senior leadership team as to progress towards delivering objectives set out in the Commercial Assurance Strategy.
  • Provide appropriate guidance and education to Project Managers and Suppliers regarding their responsibilities such that they understand them and can carry them out effectively.
  • Collect evidence and deliver workshops, recording outputs against a Performance Assurance Framework.
  • Produce an annual Commercial Assurance schedule, utilising a risk-based approach to identify other appropriate assurance activities.
  • Assure delivery of the Assurance schedule to quality, time, and cost.
  • Working with the Supply Chain Insight & Improvement team, produce quarterly reports on the outcomes of Commercial Assurance activities - including the identification of key themes and findings.

Knowledge, Skills, Qualifications & Experience:

  • Full membership of the RICS / ICAS or equivalent professional body educated to relevant degree level (commercial management).
  • Experience working with most common Forms of Contract (NEC & FIDIC) used within the Nuclear Power construction industry and major projects.
  • Able to demonstrate a noteworthy track record as a Contract Manager / Quantity Surveyor / Auditor.
  • Effective commercial / contract management skills, with clear knowledge of best practice contract methodologies across the commercial lifecycle and ability to make sound decisions on matters of financial value.
  • Understanding of contract performance measurement, risk management and change management.
  • Good collaboration, influencing and communication skills.
  • Familiar with the nuclear site licence conditions and the nuclear baseline philosophy.
  • Problem solver who can understand wider strategic context and is prepared to take ownership and work autonomously to deliver requirements which meet these aims.
