Job Purpose / Overview

The Personnel Security Lead (Assurance) is a client intelligent customer (IC) role, responsible for the intelligent replication of the Hinkley Point (C) (HPC) Personnel Security Regime (PSR) within the Nuclear Site Security Plan (NSSP) and security case for Nuclear New Build (NNB) Sizewell C (SZC). This post is for an experienced Subject Matter Expert (SME) leading the PSR input to physical design and assurance for the future operational power station, working closely with the Technical Services Organisation Nuclear Security. The role is responsible for Personnel Security policy, standards and procedures, risk management, compliance, assurance performance, organisational learning and external engagement. This post carries responsibility for IC control of End 2 End (E2E) contractual requirements including List N and holding and maintaining the regulatory interface for Personnel Security for SZC Project.

Operating Environment

  • SZC is second of a kind (SOAK) replication of HPC.
  • The role will support intelligent replication of the HPC security case, accounting for site specific changes.
  • This will be achieved by utilising operational experience within TSO nuclear security, Technical Client Organisation (TCO) Central Vetting Service (CVS) and the HPC Construction Site Security team
  • SZC Project is a matrix organisation with two key Alliances operating in multi-site teams.
  • The NNB GenCo (SZC) Security function within Safety Licensing and Assurance (SLA) Directorate is responsible for IC, Personnel security strategy, standards, procedures, arrangements, requirements, design change and 2nd line assurance
  • The NNB Gen Co (SZC) Construction Site Security Team contains the delivery wing of Personnel Security and associated business applications such as Visitor Management System (VMS) and provides 1st line assurance.

Framework & Boundaries

  • Maintains key relationships and works closely with the EDF Technical Client Organisation CVS and TSO Nuclear Security to develop and deliver the PSR for SZC Project and the future operational power station.
  • Delivers for the client but develops a framework which serves the Project delivery Alliances and Supply Chain.
  • Enacts IC function and leads with Personnel Security assurance for design and construction security.
  • One direct report; the Central Vetting Service (CVS) Lead, which may increase in the future.
  • Travel to TSO (Barnwood, Gloucester) and SZC Project Offices (London) and the Construction Site (Suffolk) is expected as part of the role.

Principal Accountabilities

  • Intelligently replicate and maintain Personnel Security Strategy, security culture, PSR standards, procedures, training requirements and arrangements from HPC.
  • Work with the SZC Security Manager to ensure SZC Project overall security arrangements meet the required regulatory, legal requirements and align with standards.
  • Respond to changes in legislation, regulation and standards and advise the licencee on the risk balance case in line with SZC's Values of nuclear safety, Zero Harm, and business risk appetite.
  • Oversee cross licencee coordination of and Business change management to SZC Workforce Information Management (WIMS) system used for the onboarding, pre-employment checks and vetting of all SZC Personnel
  • Liaising closely with the TCO CVS and Personnel Security Lead (Site); specifies Personnel Security WIMS requirements for business architecture development and ongoing management of business change
  • Design, manage and maintain Personnel security categorisation, audit and inspection tools on Insight, ensuring maximum effective use of this Project organisational learning tool aligned with the assurance and performance reporting functionality built into SZC WIMS.
  • Provide assurance to Procedure Impact Assessments and Implementation Plans related to Personnel Security and the Nuclear Site Security Plan (NSSP)
  • 1st line assurance of own activities
  • 2nd Line Functional oversight for SZC Project Personnel Security including development of an integrated assurance plan (IAAP) aligned to strategic risks, regulatory and business requirements.
  • Intelligent Customer (IC) for End to End (E2E) Personnel security requirements in contracts.
  • External engagement with BEIS, CPNI, NCSC and Civil Nuclear Physical and Personal Information Exchange (CNIPPIE) to enable integration of relevant good practice and cross-licencee bench-marking
  • Simulation/table-top exercises/adversary path analysis
  • Develop and maintain the PSR within the NSSP to meet the requirements of Nuclear Industries Security Regulations (NISR) (2003) throughout the SZC Project Lifecycle from Construction through to Operations
  • Develops and maintains Personnel Security claims, arguments and evidence within the NSSP (i.e the security case).
  • Collate from other security IC's the Personnel Security Risk Assessment input for Project/offsite/supply chain Personnel security risks, with specific reference to Cyber, Information Technology (IT) and Operational Technology (OT) risks for design and in the supply chain. Working closely with the Personnel Security Lead (Site); ensure these risks are captured and integrated into the Construction Site PSRA within the Construction Site Security Plan (CSSP).
  • Maintain awareness of current security technology and possible threats so that SZC can implement appropriate controls to minimise risk
  • Advise on execution of SyAPs using CPNI and other Research & Development (R&D) performance proven products and emerging technologies
  • Support commissioned work for research and development for Inspection and Testing as required to prove the security case for the Operational Power station
  • Provide personnel security input to security design documents for SZC in preparation for commissioning and nuclear operations, leveraging off HPC OPEX where relevant
  • Chairs the SZC Personnel Security Review Panel (PSRP)[1] for Project caveat management
  • SZC Project HR and Occupational Health liaison and membership of the Trade Union Security Working Group (if required).
  • Provides subject matter expert advice on best practice to NNB Gen Co (SZC) Site Security Manager, Personnel Security Lead (Site) and Supply Chain on Personnel Security including vetting, Baseline Personnel Security Standard (BPSS), aftercare and procedural controls paired with physical and cyber and information security design, and access and identity management.
  • Support Construction Site Security Team led planned security communications designed to improve the security culture
  • Forecasts and manages budget for TCO CVS resource for SZC Project.
