We have an exciting opportunity for a Managing Quantity Surveyor/Contract Formulation Manager to join our Commercial/Engineering/Capital Delivery team at our Head Office in Warrington.

The key focus of this role is to support the successful delivery of United Utilities business needs by providing a professional pre-contract quantity surveying and procurement service to the construction category and the Capital Programme. The service is to be undertaken in accordance with high professional standards and business principles in compliance with regulatory and company procedures and policies.

What will you focus on?

  • Lead a team of procurement and commercial specialists in the procurement of construction contracts to support the Construction Category and Capital Programme, including development and implementation of contract and category strategy, oversight of tender processes through to a successful outcome for United Utilities
  • Responsible of providing a high-quality construction procurement service to the Capital Delivery regional hubs in a matrix management approach
  • Liaison with the Regulatory Procurement team as required to ensure compliance with policy and regulation
  • Help shape the strategic direction of the Capital Programme Commercial function with specialist procurement and commercial advice
  • Support the development and delivery of category plans ensuring optimum value for money
  • Management of senior stakeholder relationships ensuring business strategy and policy is aligned to category plans
  • To embed a culture of strong commercial governance procedures through the project life-cycle by influencing senior stakeholders
  • Deliver innovation and value for money through continuous development of the commercial function
  • To coach and develop the construction procurement team as required in line with specific development needs

What do you need?

  • Quantity Surveying degree or direct equivalent; alternatively sufficient relevant procurement experience within the construction sector to support the requirements of the RICS/CICES professional experience route
  • A demonstrable track record of providing leadership and management to a commercial team
  • Strong communication and influencing skills with the ability to engage with senior managers
  • Strong commercial acumen, negotiation and resolution skills
  • Must have knowledge of techniques for implementing commercial agreements in a complex and rapidly changing environment
