Suffolk or London office with hybrid working available
Inside IR35 PAYE Contract (+ 36 days paid leave) or equivalent rate via approved Umbrella

Baseline and change management team is within SZC PMO in the Project Controls' group. In addition to baseline and change management, SZC PMO Project Controls includes risk, schedule, cost, and reporting.

Baseline management comprises the baseline set, reset and close sub?processes; Baseline Packages, including scope management, which is closed related to the cost and schedule in the Performance Measurement Baseline (PMB).

Change management is critical to enabling formal control of impacts to the PMB and other baseline teams, continued assurance of the PMB is a complicated task, and change management is a fundamental element of this assurance.
Reporting to the Baseline & Change Lead, this role helps to manage, facilitate, support, and develop the SZC baseline and change process as well as preparation and organisation of potential changes and change requests for the SZC Change (ROTC) Committee.

Working within the larger PMO team to ensure an effective baseline and change process that contributes positively to SZC delivery, safely, on time, to budget and to the agreed quality.

Principal Accountabilities

Overall accountability:
* Manage their SZC Programme's/Directorate's/Function's ? Baseline, Potential Changes and Change Requests, and to facilitate all related B&C activities.
* Advise on all B&C scope to your Programme Controls Manager, Programme Director, and Sub?Programme, Project and Sub?Projects Managers.
* Support to all SZC groups on all aspects of Baseline sand Change within SZC.

Overall responsibility:
* Responsible for the B&C initiatives / improvement workstreams you are leading to the agreed schedule and deadlines, as well as supporting other B&C team members on the initiatives they are leading; As well as supporting other
* Programmes with their B&C activities when they request assistance.
* To support the Baseline & Change Lead with ensuring the baseline and change management processes and governance is correctly, efficiently, and effectively utilised and delivered.
* Provide support the Baseline & Change Lead to control and baseline and change Management famework and Change Committee within Sizewell C.
* Provide support to the Baseline & Change Lead with facilitating Trend & Change monthly board meeting.
* Help establish a suitable strategy, plan, and procedures for effective baseline management on the programme, taking cognisancenof the existing governance arrangements, whilst also developing an approach suitable for the effective delivery of a Major Programme.
* Co?ordinate efforts of change inputs across the SZC and PMO inputs (e.g., Schedule, Cost & Risk) to facilitate end to end the changes to the forecast and baseline, contracts, and wider Programmes in line with the change process.
* Facilitate and organise the Change Management processes inside SZC PDO. This includes managing the weekly/monthly routines, ensuring quality of data within the change process, being the point of contact for change management. Assisting the engineering teams in creation of change requests.
* Interfaces with Engineering team, PMO Team, Programme Leads. As the Change Requests can be transverse across teams within SZC, it is important that the Change Manager has a clear and concise communication plan and always utilise it.
* Co?ordination with the SZC Risk Team to ensure links with the risk and opportunity register.
* Ensuring change governance procedure, process and calendar is maintained.
* Ensure that Project controls processes are consistently applied across SZC.
* Support and advise Project Managers and the Supply chain with the application of requirements, policies, procedures, and the standards required to implement change control.
* Work with Project Controls Managers and Change Managers to ensure each SZC Programme are identifying, assessing, and implementing changes effectively. Provide support to the Project Control Management Team in the production of monthly reports through the provision of intelligent information and analysis.
* The Change Manager will work on a weekly routine for consistent monitoring and control of the change process. They shall also support specific routines.
* Monitor and review the quality of change proposals submitted for inclusion against the baseline, responsible for maintaining change management systems are correctly utilised.

Knowledge, Skills, Qualifications, Experience

Knowledge & Skills
* Professional work experience in one or more specific disciplines in the Programme, Project, Controls, or Commercial Management disciplines
* Knowledge of project structures e.g., WBS & CBS
* Knowledge of baseline and change control
* Understanding of governance, strategic planning techniques, strategic risk analysis, construction technology, delivery, site logistics, commercial & legal / contract issues
* Demonstrates an understanding of how to drive performance improvement
* Skilled at interfacing and operating in a large corporate environment
* Practical working knowledge of Project Control processes and tools
* Experience with a range of project/ programme management software applications
* An understanding of standard forms of contracts, amendments, early warning notices and the workflows of communications between contractor and client.
* Experience and understanding of baseline and change control principles and experience of managing, controlling and governing change against a defined baseline on a major infrastructure Programme/ Project.
* Skilled at interfacing and operating in a large corporate environment

Qualifications & Experience
Essential

* Educated to at least degree level, or equivalent training and experience.
* 8 years experience of CAPEX infrastructure programmes / projects

Desirable

* Experience of shaping and developing strategic changes through management of large programmes
* Experience of managing contractors, consultants, and other advisors throughout large and complex construction programmes, in a regulated environment
* Achieved Membership / Fellow / Certified Fellow status with one or more professional institutions.
