Job Description

The Hinkley Point C Project is one of the largest infrastructure projects in Europe. During the business construction phase over 5,600 people will work on the site. The project marks the rebirth of the UK's nuclear industry and will present invaluable opportunities for Somerset, the South West and wider UK.

40 hours per week (8 hours per day)
£450-510.00 per day PAYE

Working in the Estimating Discipline of Project Controls, under the direction and leadership of the IPC Estimating Manager, to establish, develop and maintain baseline budget and cost estimates for the HPC Project in alignment with the Work Breakdown Structure (WBS), including bi-annual Project baseline updates and evaluation of approved changes and design modifications. To support EDF Energy in accurately calculating the Estimate To Complete (ETC) for the Project.

It is the overarching objective of the Integrated Project Controls (IPC) Function to act as a centre of excellence: the intelligent owners of the single source of delivery performance information, operating as an integrated enabler for the successful delivery of the HPC Project.

Principal Accountabilities

Team:

Support the IPC Estimating Manager in the implementation and maintenance of Project Controls processes for Estimating, including the production of monthly reports, through the provision of intelligent information and analysis;

Collaborate with other Disciplines of Project Controls, as well as other Project Support Functions, to help deliver Project goals in keeping with the HPC principles of Trust, Transparency and Teamwork;

Liaise with other teams outside of Project Controls (e.g. Responsible Designer, Owners Engineering, Supply Chain) in all matters relating to the ETC.

Core Processes:

Prepare, maintain and control the ETC in alignment with the WBS;

Provide process and technical support to assist in the establishment of Project budgets and the WBS;

Analyse cost estimates provided by Tier 1 Contractors and suppliers, and integrate these into the ETC;

Assist in performing reviews of existing estimates to monitor compliance with standards and procedures and make any necessary recommendations for improvement;

Assist in the ROTC process, including analysis of the impact of approved changes on the ETC, and provide feedback on areas of risk and opportunities;

Assist in co-ordinating and producing estimate reports including analysis of variances from previous estimates;

Undertake other tasks which relate to the validation of the ETC, such as benchmarking, verification of variations, tender analysis at contract award, etc.;

Adhere to Project governance and Estimating standards and procedures;

Ensure all Project documents, in particular Sensitive Nuclear Information, are correctly protectively marked, and protected in accordance with EDF policies and procedures.


Knowledge, Skills, Experience

Essential:

Understanding of estimating methodologies and techniques, including derivation of composite rates;

Technical aptitude with a high level of understanding of project management, engineering, regulatory, procurement, construction, installation and commissioning activities and their relation to project costs;

Ability to interpret technical specifications and engineering drawings of varying complexity;

Ability to co-ordinate disparate information into a coherent estimate;

Familiar in using recognised methods of measurement;

Understanding of various contract types, in particular the NEC suite and FIDIC;

Ability to predict and extrapolate cost curves based on analysis of Project schedules and the correlation of activities and cost;

Detailed knowledge of value management and its application;

High level of analytical and numerical skills;

Good attention to detail;

High standard of interpersonal skills;

Excellent written and verbal communication skills.

Desirable:

Knowledge of cost, scheduling and risk management techniques and associated software;

Knowledge of relevant commercial terms and conditions such as currency exchange impacts and hedging arrangements;

The ability to build relationships both internally and externally;

Good commercial awareness;

Working knowledge of French and/or Chinese languages an advantage.

Qualifications & Experience

Essential:

Minimum of HND or equivalent qualification in Engineering, Construction, Quantity Surveying or other related field;

Proven relevant experience in a Project Management or Project Controls environment in a similar Estimating role;

Evidence of having developed estimates and budgets for major infrastructure programmes.

Desirable:

Degree in Engineering, Construction, Quantity Surveying or other related field;

Professionally qualified with chartered or equivalent status (e.g. MRICS, MACostE);

Relevant experience in a highly-regulated environment;

Experience in the use of estimating software;

Experience in the use of a scheduling tool such as Primavera P6;

Experience in the Nuclear sector.
