Job Description

The Hinkley Point C Project is one of the largest infrastructure projects in Europe. During the business construction phase over 5,600 people will work on the site. The project marks the rebirth of the UK's nuclear industry and will present invaluable opportunities for Somerset, the South West and wider UK.

Emergency Response Lead
Bridgwater
£350-400.00 per day DOE
PAYE Contract (+ 33 days paid leave).
40 hours per week

The Emergency Response Lead will be responsible for the HPC / Nuclear Development Emergency Operational Response and act as the Subject Matter Expert for Operational Response and Recovery for the Hinkley Point C construction site. This includes assurance of Operational response arrangements, plans and equipment, managing an up to date operational risk profile to inform operational response and managing operational relationships with applicable Responders.

Principal Accountabilities

Fire and Emergency Response technical lead and Subject Matter Expert (SME), providing advice and support to all levels of management including the Business Resilience Manager the Head of HSE / EP and the HPC Construction Site Director

Management of site wide incident response arrangements

Future emergency response risk analysis, risk information custodian and disseminator for HPC Fire Response Service (FRS) and for local authorities

Engage and develop relationships with Hinkley Point B (HPB) & Hinkley Point (HPA) responders where appropriate for mutual benefit

Development and management of site wide incident support and recovery arrangements

Strategic liaison and Single Point of Contact (SPOC) for local authority responders

SME for incident response and recovery capabilities on site

Strategic and tactical incident advisor supporting Duty managers at the scene and/or remotely

Interface with regulator for emergency response matters

FRS - firefighting and technical rescue assurance (linked to service manager role but having expertise to provide full assurance)

Tier 1 - firefighting and technical rescue assurance

Enable site wide risk knowledge and familiarization for Hinkley Health (HH), FRS and cat 1 responders

Promote and facilitate testing and exercising of emergency response arrangements

Interpret complex plans and distil emergency response and safety requirements throughout different build phases

Support the delivery of emergency response training, e.g. Emergency Controller (EC) training

Knowledge, Skills, Qualifications, Experience

Understand complex plans and distilling emergency response and safety requirements throughout different build phases

Possess a full and comprehensive understanding of Emergency Response requirements for large industrial construction sites

Possess extensive fire, rescue and emergency response experience in a commercial environment

Understands and can advise on a range of emergency response and recovery equipment in conjunction with the Fire Service provider based on HPC Site

Ability to develop and produce emergency response plans from complex and multiple sources of information

Highly skilled in instruction and presentation skills and communicates effectively both orally and in writing

Maintains a confident and resilient attitude in highly challenging situations

Ability to build a wide network and works effectively with others

Understands, recalls, applies and adapts relevant information in an organised, safe and systematic way

Ability to provide strategic and tactical advice to multiple stakeholders understanding and acknowledging different stakeholder's needs
