JOB TITLE: Deputy Security Manager
LOCATION: Abingdon, Oxfordshire
SALARY/RATE AND BENEFITS: £34,000 - £38,000 dependent on experience
DURATION: Permanent

For this position you will have to go through DV Security Clearance and Police Vetting.

YOU MUST HAVE THE FOLLOWING:

Proven track record within a protective security management role with at least a minimum of 3 years' experience

Holding or studying for an appropriate professional qualification: CISSP, CISM, CPP, equivalent degree or professional qualification and/or experience

Qualified in the following CPNI specialist physical security courses:

Operational Requirements

Protection of Assets
-
Security Surveys
-
CCTV and Lighting
-
Hostile Vehicle Mitigation

Detection Barriers and Control of Access

Electronic Attack

or can demonstrate previous experience and or similar training

Detailed and current knowledge of HMG Security Policy Framework and Physical Security Guidance. Knowledge of the Loss Prevention Certification Board (LPCB) British Standards (BSI) and similar accreditation authorities for approved security products pertaining to physical security

Experience and knowledge of the security investigation and the Investigative process
-
Experience and understanding of the Police and Criminal Evidence
-
Experience of writing reports at a standard suitable for Exec Board level
-
Experience in designing and delivering Security Education briefings and presentations
-
The ability to reason and explain security requirements and issues confidently to both internal and external audiences
-
Excellent organisational and prioritisation skills and abilities. Strong communication and verbal reasoning skills

Self-motivated, pro-active effective team member and able to work unsupervised

ROLE INFORMATION:
To support the Security Manager in the provision of guidance and specialist security advice in all aspects of protective security to the Constabulary, delivery partners and third-party suppliers. Protective Security includes such measures as: Personnel Security (vetting, aftercare, disciplinary and security vulnerabilities), Physical Security (target hardening including technical), Information Security (both in hard copy and electronic format), security of Personnel, security education including Counter Terrorist advice.

Physical Security - Constabulary lead on all physical security measures ensuring CNC assets are protected in accordance with mandated legislation. The provision of project management for the physical/technical security enhancements of all new or refurbishment builds by close liaison with CIP, estates and third-party contractors.
Unit Security Inspections - Responsible for the management and time table of security inspections at Units to ensure the CNC estate is compliant with extant policy and any regulatory requirements via the process of pre-inspection questionnaires, analysis, formal inspections and submission of reports providing both conclusions and recommendations.
Contract Security - Responsible for ensuring that CNC and the contracting companies adhere to the necessary security provisions contained in the N-List & PASF processes. Report of any breach of security associated with the contract.

Personnel Security - Ensure that the vetting department are processing all National Security Vetting and Police Recruitment vetting applications for both new and existing officers, staff including contractors and third parties is carried out to ensure the CNC meets its Regulatory obligations.

Crypto Custodian/Brent Local Manager - to ensure custody of cryptographic items in accordance with HMG policy and procedures. Assist with inspections carried out by the DSO and GCHQ/CESG.
Secure Courier Service - Responsible for the management and provision of a fully secure door-to-door service for the transportation of classified, a bespoke service utilised by CNC on an Ad-hoc basis. Manage and update CNC Policy and procedures in regard to this service ensuring any movement of material complies with HMG policy and procedures.
Destruction of CNC Assets - Ensuring that the disposal of all CNC assets is completed in accordance with HMG Standards ensure secure sanitisation and disposal, via the provision of approved Unit destruction equipment or through the identified single supplier authorised to destroy HM Government Classified material.
Protective Security - Assist in the development and promulgation of security policy and providing assurance that relevant security standards.
Security Awareness - The management updating, co-ordination and promotion of security training developing a security culture and training ensuring all CNC staff receive their annual mandatory security training along with specialist training required by all CNC staff and contractors.
Investigations - The Investigation of suspected and actual breaches of security and undertake reporting/remedial action as required ensure reporting chains are updated.
Communications - Liaison with the Security Manager and Departmental staff to ensure the regular production of a variety of communication mechanisms, security education presentation material and intranet pages.
Training - Ensure training for all departmental staff remains effective and extant, to ensure effective delivery of tasks. Identification and delivery via liaison with CLD of training required for non-security departmental personnel carrying security tasks or roles.
