Job DescriptionRullion Limited are currently recruiting on behalf of a large Utilities company based in the Northwest for a Buyer on a 12 month contract basis. We have been providing our client with experienced individuals for over 15 years helping to deliver a high number of projects within the Industry.
The purpose of this role is to support the successful delivery of the client's business needs by providing a professional commercial service, encompassing one or more of the core areas of procurement and contract management. The service is to be undertaken in accordance with high professional standards and business principles in compliance with regulatory and company procedures and policies. The main category involvement is Communications and Marketing.
Main responsibilities include:
To support the development of category plans and sourcing strategies for categories of spend across functional and organisation boundaries ensuring optimum value for money for the client.
Engage with stakeholders to support the alignment of business strategy and policy to deliver category plans.
Ensure contractual compliance and proactively manage supplier performance throughout the contract period.
Support the delivery of innovation and cost reduction to the business through category plans including; best practice commercial terms; supplier relationship management; volume leverage; total cost management; demand challenge; process efficiency/compliance; external benchmarking of best practice.
Acting as a subject matter expert.
Manage conflicting business priorities
Provide support and timely escalation to the Category Manager
Ensure commercial compliance
Proactively support the management and mitigation of commercial risks
Provide commercial expertise and guidance
Ensure collaborative working across the commercial directorate
Work collaboratively with the regulatory procurement team, to ensure delivery of compliant procurement
Produce and maintain quality category data/dashboards.
Responsible for creation and quality assurance of sourcing documents
Evaluation to award
Implementation of contracts/framework agreements
Maintain effective management of contracts/framework agreements

Knowledge and Skills
CIPS qualified (Level 4 achieved as a minimum) or relevant equivalent qualification
Relevant experience and knowledge of key category management processes, tools and methodologies used across the whole procurement life-cycle
Ability to effectively communicate with internal and external stakeholders
Experience of working collaboratively with the business to support commercial proposals
Commercial negotiation and resolution skills
Chartered Membership of a relevant institution (e.g. Chartered Institute of Purchasing & Supply)
Working knowledge of Regulated procurement and contract law
