Rullion Engineering Personnel is an integral part of the Rullion Group, which has enjoyed over 35 years as one of the UK’s leading recruitment specialists with an annual turnover in excess of £260m.

Our experience of providing diverse engineering disciplines, on either a contract or permanent basis, to our customers, in our core markets, spans some four decades. Our core markets are Utilities, Transport/Rail, Power Generation & Distribution, Nuclear, Petrochemical, Infrastructure, Construction and Oil & Gas.

With many of our customers we have successful long-term relationships based on honesty, integrity and service excellence. We apply this core operating ethics to the many new customers that we secure each year thus building long term beneficial partnerships.

With a number of our customers we enjoy master vendor/managing agent or sole supply status. In many cases these customers are supported by technology solutions.

Rullion believes in the innovative use of technology to improve process efficiency and deliver tangible cost savings and as such has developed its own RPO software, myRecruiter, and its own resource utilisation software, myResource. In addition we have developed and implemented electronic timesheets and invoicing with many of our clients to improve both efficiency and security. This is further supported by innovative billing solutions.

Rullion Management Services plays a vital support role within the Rullion Group, making a major contribution to the high service standards that we proudly deliver to clients, contractors, suppliers and business partners.
 
As well as processing thousands of contractor timesheets and payments each week, we ensure that all client invoices for services provided are accurate and dispatched promptly. We also provide a strategic focus for the group - and working closely with our specialist Human Resources, Information Services, Marketing, SHE and Training divisions, ensuring that best practice is the ethos for the entire Rullion Group so as to deliver excellent results.

Pay & Charge

The pay and charge department performs the payroll and invoicing function for the Rullion Group. The pay and charge function is carried out on a weekly basis. Payments are made each Wednesday by BACS for credit into the contractor’s account as cleared funds on the following Friday. Rullion currently handles in excess of 6,000 timesheets each week. Pay advices are dispatched to contractors as security data mailers. The department has the IT infrastructure and market leading accounting software to absorb significantly increased levels of activity without increasing staffing levels. A service level standard has been established for dealing with queries from contractors. The payroll team will deal with the query immediately, or within one hour of the query being logged if this is not possible. Emphasis is placed upon staff receiving regular updates of changes involving Income Tax, NI and VAT to ensure compliance with statutory requirements. The implementation of document imaging software has ensured maximum efficiency with the attachment to each payroll entry of the scanned timesheet and a copy of the contractors pay advice. This provides a fast response to queries from contractors who may require verification or copies of these documents. The department is committed to providing a prompt response to all correspondence and enquiries with the various government authorities including the Inland Revenue and Customs & Excise.

Information Services

The Information Service department provides all information technology solutions for the group and is responsible for the implementation of group IS strategy. They also provide in-house technical support for all hardware, network, communications and systems. In summary, Rullion’s IT infrastructure consists of centralised servers, sited at a secure server hosting facility, with leased line connections to every branch offices, with a PC on every desk. We have a separate disaster recovery site, where our systems are replicated to ensure minimal downtime in the event of a disaster. Our current systems are based on a mix of AS400 and Intel servers. Our integrated software comprises of a recruitment system, accounts package (including pay and charge functions), document management and HR software. In addition, everyone has access to the Internet, email, Microsoft Office and various workflows. All our email is scanned by our Internet Service Provider to ensure it is virus free. We also run two different anti virus packages internally to protect our data, with auto-update facilities.

Accounting

The primary function of the department is the preparation of financial management information for the Rullion Group including the production of monthly management accounts, statistical analysis, forecasting and cash flow projections. Control is maintained over accounts payable and clear objectives are provided in order to meet the payment terms and requirements of suppliers to the Rullion Group.

Treasury

Group finance and cash management are key functions within Rullion Management Services. The finance team is headed by the Managing Director, closely supported by the Chief Accountant. Long-standing relationships are maintained with Eurofactor supporting a group-funding limit of £18 million and National Westminster Bank supporting a group-funding limit of £100,000. Cash flow statements are prepared monthly to project the cash position on a quarterly rolling forecast. This information is used as a benchmark to set cash collection targets for subsequent periods. Performance is monitored to measure the actual against forecast.


Credit Control

The credit control team ensures credit policy is followed within the Rullion Group and the risk involved on the ledgers is monitored closely. The team works closely with clients to ensure accounts are maintained accurately and any queries or problems are responded to in a prompt and professional manner.

Human Resources

The Human Resource function provides an efficient and effective human resource service to the group, taking a proactive role to ensure that services are in line with the group’s requirements. The human resource team develops human resource strategies, objectives and initiatives. Areas of involvement include:

Policies and procedures: Rullion employees working within a fair and consistent framework, which motivates and promotes a culture of sound ethics.

Human Resource Planning: Rullion are prepared for change with a developed and flexible work force having the skills and competencies required for the future.

Employee Relations: Ensuring employee’s work within an ethical organisation, which complies with employment and health and safety legislation?

Marketing

The fundamental proposition for the Rullion group is ‘expertise from experience’. Supporting this proposition are a series of key internal and external values – trust, expertise, service, honesty, principled and pride – Rullion is a business dedicated to innovative, effective staffing solutions and building strong long-term relationships. The Marketing department defines strategies to ensure that these values are followed in day to day activities. The Marketing department is also able to plan and implement dedicated client recruitment campaigns. All activities from advertising, design, media planning etc/ can be carried out in-house.
